Anyone Know What This Round Thing in Rear Storage

I found this round gadget tucked away in the rear storage area and can’t quite figure out what it’s for. It sort of looks like it might be a battery topper and has what appears to be a plug that could fit into the charging port. Does anyone know what this is? Is it an accessory for charging or something else entirely? Any insights would be awesome, especially if it’s something I should be using regularly or keeping on hand for emergencies.

Is it a portable battery topper or just a fancy paperweight? Maybe it’s the new must-have EV accessory...
